The World Institute for Nuclear Security or WINS officially stood up as a Vienna-based nonprofit organization this fall. WINS will provide a new international forum for nuclear security professionals to exchange best practices with the aim of improving nuclear security worldwide.
INMM collaborated with the Nuclear Threat Initiative (NTI) to help create WINS, and INMM member Roger Howsley has been hired as the Executive Director of WINS. Roger has long experience at the highest levels of nuclear security. He was previously the Director for Security, Safeguards and International Affairs at British Nuclear Fuels, where he was responsible for the security and safeguards functions across the BNFL Group of Companies.
INMM Immediate Past President Nancy Jo Nicholas is serving as the Vice Chair of the WINS Board of Directors. Nancy Jo is currently the Nuclear Nonproliferation Division Leader at Los Alamos National Laboratory in New Mexico. WINS will work with and complement the efforts of the IAEA to improve nuclear security globally. To learn more about WINS, visit the website at www.wins.org.
David Young, Department of Energy employee and member of the Central Region chapter, has been given the NNSA Security Professional of the Year Award through his work as a Group Leader within the YSO Safeguards and Security organization. In 2007, David significantly transformed the effectiveness of the MC&A Program through the implementation of the Safeguards First Principles Initiative (SFPI).
His efforts on SFPI significantly contributed to the Y-12 Throughput Improvement Plan, and resulted in a 38,000 hour and $5.6 million annual savings while improving safeguards effectiveness and operational efficiencies.
David is a recognized technical subject matter expert in MC&A and has used his knowledge to support multiple Headquarters-level efforts in 2007, including serving as a member of the Office of Health, Safety and Security MC&A Policy Review Team and conducting a peer review of the Nevada Test Site’s SFPI implementation documents. He also supported the Office of International Material Protection and Cooperation on multiple occasions, including SFPI briefings, walk-downs, the Russian Federal Information System project, and completion of the joint US/Russia Nuclear Security Culture Self-Assessment.
His efforts have not only led to dramatic improvements in the MC&A program at Y-12, but have also helped pave the way for complex-wide and international advances in nuclear security. Learn more about NNSA.
Our congratulations go to JNMM Assistant Technical Editor Steve Dupree for being honored with the 2008 A. M. Pate, Jr. Award in Civil War History by the Fort Worth Civil War Round Table for his book, Planting the Planting the Union Flag in Texas: The Campaigns of Major General Nathaniel P. Banks in the West. This is the second honor Steve received this year. He was also named a Fellow of the Institute at the 49th INMM Annual Meeting in July.
New Chair
Finally, I am pleased to announce that Al Garrett (Pacific Northwest Regional Chapter) has been selected to serve as Chair of the INMM Membership. Al has served on the Membership Committee for more than six years and brings a lot of experience to this role. I will continue to serve on the Membership Committee and will assist Al in assuming his duties. I have enjoyed meeting and working with you, especially our enthusiastic student members.
