Technical Division Reports
Materials Control and Accounting Technical Division
The Materials, Control and Accountability and the Physical Protection technical divisions hosted a workshop, “Safeguards & Security System Effectiveness,” in Augusta, Ga., April 25–28. The Technical Program Committee finalized the deliverable and the format of the workshop to produce the deliverable. This workshop did not contain as many papers as previous MC&A-PP workshops.
The chair forwarded the N-15 November report to the division and requested volunteers. Three members volunteered. The NNSA MC&A program manager encouraged NNSA site MC&A organizations to support the work of the N-15 Committee.
The chair is succeeding at increasing member involvement by employing the Southeast Chapter to plan and execute the 2005 MC&A-PP workshop.
The chair made a new round of comments on the MC&A presentation for the INMM Web site. Unfortunately the people who volunteered to help with the presentation also supported the workshop planning.
The MC&A Technical Division welcomed 21 new members via e-mail. They were apprised of current division events, encouraged to volunteer and invited to the division meeting during the INMM Annual Meeting in Phoenix, Ariz., in July 2005.

Nonproliferation and Arms Control Technical Division
I am excited about the workshop that the Nonproliferation and Arms Control Division sponsored with the Northeast Chapter. The title of the workshop was A New Role for the United Nations Security Council: Criminalizing WMD Proliferation; the Impact of U.N. Security Council Resolution 1540. This may seem like an arcane topic, but it is of great interest to our community.
An additional opportunity to engage in international discussions of nonproliferation topics is the Third Russian International Conference on Nuclear Material Protection, Control and Accounting, to be held in Obninsk, Russia, May 16-20, 2005. The overall theme of the conference has been determined to be sustainability. I think our membership has much to say on this topic.
At this summer’s INMM Annual Meeting, we will be organizing a special session,
Nuclear Material Management in South Asia: Potential for Cooperation. This session is being jointly organized by our Subcommittee on Regional Nonproliferation, headed by Mike Vannoni, and by the Russian-American Security Advisory Council (RANSAC). This session will be in addition to our regular sessions.
Please plan to attend our technical division meeting on Sunday afternoon in Phoenix, in conjunction with the INMM Annual Meeting. I look forward to seeing many of you there.

Packaging and Transportation Technical Division
The Packaging and Transportation Technical Division has begun initial planning for PATRAM ’07. Meetings of the Planning Committee were held in October and February to select a site for the conference. It is anticipated that a site will be selected in the early April timeframe. INMM, through the Sherwood Group, is key in this process. The Sherwood Group is coordinating all the RFPs that go out to the various cities, and is providing expert guidance into what cities and venues make for a successful conference.
The Planning Committee is made up of representatives from the U.S. Department of Energy, the U.S. Department of Transportation, and the U.S. Nuclear Regulatory Commission. INMM chairs the Planning Committee and provides the overall support to initiate and conduct the planning to ensure a successful conference.
Through Sandia National Laboratories, the Packaging and Transportation Technical Division was represented in two seminars that were given in March at the University of Missouri-Columbia. The first seminar was an overview of transportation risk assessment and the second seminar provided an overview of nuclear materials transport safety through regulations, design, analysis and testing.
Further, this presentation showed how consequences from sabotage are passively mitigated through very stringent design criteria promulgated in the U.S. regulations. The relationship with the University of Missouri started at the 45th Annual Meeting with Kathleen Trauth, a professor at the university. Trauth agreed to be the vice chair of the Packaging and Transportation Technical Division.
One of her goals is to work with the engineering students at the university to give them a broader perspective of engineering opportunities. At both of these seminars, the INMM Packaging and Transportation Technical Division overview will be presented.

Physical Protection Technical Division
The INMM Physical Protection Technical Division participated in the Central Chapter’s Nuclear Nonproliferation Conference in Oak Ridge, Tenn. Participants from all over the United States took part in the conference with several papers given emphasizing the integration of physical protection, material control, material accounting and nuclear operations into a more comprehensive protection strategy. Innovative solutions for physical protection of nuclear materials were offered in several sessions, from simple process flow changes to the use of modular vaults for static material.
The Physical Protection Technical Division is also supporting development of a workshop primarily sponsored by the Material Control and Accountability Technical Division. The April 2005 “Workshop on System Effectiveness” will prove to be informative and enlightening. Centered on the safeguards and security capabilities of the Savannah River Site, the workshop includes papers and demonstrations relevant to today’s challenges of converging technologies, integrating systems, using various evaluation methodologies, and sustaining systems.
During this report period, the Physical Protection Technical Division PowerPoint® presentations, providing an overview of the Physical Protection Technical Division and a tutorial on physical protection, were approved. Use the INMM Web site to access these documents or contact me directly with your requests and suggestions for improvement.

Just before the INMM Annual Meeting starts in Phoenix, an interesting two-day workshop will be conducted sponsored by the Physical Protection Technical Division. National and international interest is already keen for this workshop, “Developing Physical Protection Specialists,” which will focus on methodologies and templates to help managers plan for the future. One of the biggest challenges facing enterprises today is how to replace an aging workforce with qualified personnel, and this workshop will help answer some of those questions.

Waste Management Technical Division
The Waste Management Technical Division (WMD) held a meeting on Jan. 25, 2005 at Loew’s L’Enfant Plaza Hotel to discuss the invitation of speakers to submit abstracts for the 46th INMM Annual Meeting.
The WMD held its 22nd Spent Fuel Management Seminar at Loew’s L’Enfant Plaza Hotel in Washington, D.C. on January 26-28, 2005. Approximately 150 attendees were present including representatives from Austria, France, Germany, Hungary, Japan, South Korea, Spain and the United Kingdom.
Thirty-five invited speakers made presentation in five topic areas -- Overview of Spent Fuel Management Policies and Programs, Spent Fuel Storage Technologies, Transportation of Spent Fuel and High Level Waste, Spent Fuel Storage Projects and Technology Development, and Spent Fuel and High-Level Waste Disposal. In addition, the seminar received good coverage by the industry press, and one publication devoted most of its edition to the results of the seminar.
The WMD participated in the Technical Program Committee selection of papers for the 46th Annual Meeting in March 2005.
The next meeting of the WMD will be held in conjunction with the 46th INMM Annual Meeting of the INMM in Phoenix, Ariz., in July 2005.
