Chapter Reports

Central Chapter

The INMM Central Region Chapter conducted its fall meeting with the nominal theme of “Nuclear Nonproliferation”. It was held Nov. 17-18, 2004, at the Doubletree Hotel in Oak Ridge, Tenn. The participants totaled 93 including vendors, presenters, and INMM Central Region Chapter officers.

A total of 18 papers were presented. The keynote speaker, Laura Holgate, vice president for Russia/New Independent States for the Nuclear Threat Initiative (NTI), addressed the audience with her presentation, “Securing Nuclear Weapons and Material,” on Wednesday, Nov. 17. In an effort to expand membership, the Central Chapter funded INMM memberships for two students who presented papers at the meeting.

Vendor representatives were on-hand throughout the conference to exhibit new technologies, make new acquaintances and learn of new technologies and research conducted within the nuclear industry. The Central Chapter officers and members met to discuss chapter business immediately following the fall meeting.

The Central Chapter has agreed to assist with the Workshop on Safeguards & Security System Effectiveness. This event was sponsored by the INMM Materials, Control and Accountability Technical Division and the INMM Physical Protection Technical Division April 25-28, 2005, Augusta Towers, Augusta, Ga.

Due to increasing work commitments, Central Chapter Treasurer Debbie McNeilly has submitted her resignation. Debbie has done an outstanding job during her tenure as treasurer. Amy McCormack, BWXT Y-12, has volunteered to act as interim treasurer until the next chapter elections scheduled for late spring 2005.

The next Central Region Chapter meeting will be held in conjunction with the annual INMM meeting in Phoenix, Ariz.

Northeast Chapter

Elections for the 2005 fiscal year were completed on Sept. 20, 2004. As of Oct. 1, 2004, the officers of the Northeast Chapter are:

The Executive Committee met on Oct. 25 to officially transfer leadership. Thanks were expressed to the outgoing officers for their faithful participation and dedicated service. A certificate of appreciation was presented to Susan Pepper for her service as chapter president during fiscal years 2003 and 2004. The Executive Committee took this opportunity to discuss priorities for the upcoming year. In this regard, the Executive Committee committed to the development of a 1–2 day workshop that will focus on an aspect of nuclear material management that may attract student participation and thus serve as a feeder to a student paper at the Annual Meeting. A second priority was to have an event that increases the identity of the Northeast Chapter. Several potential events were discussed and will be pursued over the coming months.

Pacific Northwest Chapter

The Pacific Northwest Chapter has concluded its elections and announced new officers for 2005. We also prepared a revision to our bylaws which is currently before the Executive Committee for approval. The new officers are:

The chapter is currently participating in the DOE-sponsored Regional Science Bowl and the Mid Columbia Science Fair, sponsoring a contest among local high schools and providing a $100 science grant to the winning school. Many chapter members are also volunteering during the events.

The chapter scheduled its spring dinner meeting for March 31, during which a presentation on implementation of the U.S. Additional Protocol was offered by a visiting National Nuclear Security Administration official.

To promote integration across the widespread membership of the PNW Chapter, we have been discussing the possibility of organizing a workshop in either San Francisco or Salt Lake City, developed around a topic of mutual interest to members in the Pacific Northwest region. These discussions are continuing and we have identified interest in such a forum at Idaho National Laboratory and Lawrence Livermore National Laboratory.

The PNW Chapter continues to explore mechanisms to reach out to local and regional universities. Seminars on nonproliferation and nuclear material management will be scheduled with University of Oregon and Washington State University. We hope to schedule these for the fall and complete them this calendar year.

Southeast Chapter

Since the last report in November 2004, the Southeast Chapter has met twice. The focus of the meetings was on the April 25-28 Safeguards and Security Effectiveness Measures Workshop that was co-sponsored by the Materials Control and Accountability and the Physical Protection technical divisions. The Southeast Chapter, along with Central Chapter, provided many of the logistical needs of the workshop.

Jerry Hickman and Marvin Moore volunteered to update the chapter membership directory/distribution list. They will confer with Rose Lopez of the INMM to validate the correct membership list.

The chapter also agreed to fund the cost of a banner. Jerry Hickman agreed to design the banner and submit to the chapter for changes and/or approval.

Activities:

  1. On Friday, Jan. 7, 2005, the Southwest Chapter hosted the 5th annual winter dinner at the Steaksmith Restaurant in Santa Fe. The 63 attendees enjoyed a delightful dinner and an interesting presentation on “The Nuclear Nonproliferation Regime: Challenges and Opportunities” from James Tape, senior advisor for nonproliferation and arms control in the Nonproliferation Division at the Los Alamos National Laboratory, the U.S. member of the IAEA Director General’s Standing Advisory Group on Safeguards Implemenation (SAGSI) and INMM. Tape’s talk was well-received by the largest dinner audience to date. Those in attendance included the members of the Southwest Chapter executive committee and several members from BWXT Pantex, Los Alamos National Laboratory, Sandia National Laboratories, DOE/NNSA, a student from the University of New Mexico, seven students and a professor from Texas A&M University, and commercial and private companies. The chapter would like to express its gratitude to Aquila Technologies Group for its continued sponsorship of Chapter activities.
  2. The 5th Annual Southwest Chapter Taos Technical meeting will be held in Taos, N.M., May 19, 2005. The agenda is in the planning stage. The Taos meeting is an opportunity for participants to gather in pleasant, relaxed surroundings to hear interesting talks and network with others from the southwest region.
  3. The Southwest Chapter will conduct a student paper competition with an award of travel and per diem to an INMM meeting to present the winning paper. The Southwest Chapter will sponsor one graduate/senior student to the annual Taos Technical Meeting and one to the INMM Annual Meeting in Phoenix.
  4. The Southwest Chapter in conjunction with the International Safeguards Division will co-sponsor the INMM/ESARDA Workshop in Santa Fe, N.M., Oct. 30-Nov. 2, 2005.
  5. A student chapter is being formed at Texas Agriculture and Mining University (TAMU). INMM Immediate Past President John Matter, Southwest Chapter President Hiroshi Hoida and Student Activities Committee Chair Mark Leek will visit TAMU in March 2005 to encourage the student chapter and describe activities of the INMM and their respective laboratories.

Japan Chapter

  1. Chapter’s Annual Meeting
    The 25th annual meeting of Japan chapter was held Nov. 11 and 12, 2004, at Rokkasyo-mura, Aomori. Approximately 130 people participated and 31 technical papers were presented. In conjunction with the annual meeting, participants were invited to observe Rokkasyo Fuel Cycle Facility Nov. 12.

    The 26th annual meeting of Japan chapter will be held in Tokyo during Nov. 11 and 12, 2005. The program for the meeting is being prepared.
  2. Workshop
    In accordance with the business plan for FY 2005, INMM/JNC joint workshop for “Proliferation Resistance Assessment Methodology” was held on March 18, 2005, in Tokyo. The workshop will be focused on what proliferation resistance actually means.

    As a tentative plan, foreign speakers and panelists from various organization, such as GEN IV proliferation resistance and physical protection experts group from the United States will be invited.
  3. The 46th Annual Meeting
    Japan chapter is planning to organize another U.S. nuclear-related installations observation tour along with participate to the 46th annual meeting in Phoenix, Ariz. in July 2005.

    We are currently plan to visit Oak Ridge National Laboratory, Sandia National Laboratories and Los Alamos National Laboratory.
    At least four technical papers will be presented by Japan chapter at the meeting.
  4. Membership
    As of Jan. 1, 2005, the Japan Chapter has 131 regular members, 20 sustaining members, and three student members.
